Grants Specialist

*Job Description:

The Grants Specialist’s primary responsibilities are implementation of the grant making process. Grants Specialists manage the issuing, processing, tracking, closing, and auditing of providers’ grants and awards i Additionally, Grants Specialists provide support to Managers and Quality Coaches for all issues regarding grant administration. The Grants Specialist reports to the Director.



  • Enters all necessary data regarding grant requests, applications, awards, payments, and closures in PA state database PELICAN and/or other related systems
  • Assists in obtaining additional data, documents, records and reports from childcare and school-age providers
  • Generates check requests and other supportive materials.
  • Ensures availability of complete and accurate documentation, in accordance with OCDEL and audit requirements
  • Reconciles provider grants by matching expenditures, receipts, budget requests and final expenditures
  • Conducts routine and special audits to ensure administration of the various grant programs are in accordance with program, state and federal requirements
  • Conducts post-closure audit review prior to achieving completed agreements.
  • Provides guidance, direction and support in the grant process to  staff
  • Conducts on-site and/or virtual grant monitoring visits
  • Participates in in-service and outside staff training programs; utilizes training and educational opportunities to augment professional skills
  • Provides operational support for the grant audit process including, but not limited to, the creation of materials to support  in performing audits for grants.
  • Performs other duties as assigned.


  • Knowledge of general office policies, procedures and work methods
  • Knowledge of clerical, administrative, bookkeeping and accounting principles and practices
  • Knowledge of personal computers and networked systems and their use and applications for database management, tracking and reporting in a human services or similar environment
  • Knowledge of programs, services, facilities and activities as well as childcare regulations
  • Ability to work in a supportive, positive manner with the  teams through full participation, personal contribution, and active interaction
  • Ability to provide management with timely and accurate reports and recommendations.
  • Ability to communicate effectively and work productively with colleagues, government agencies, service providers, program participants and other human services organizations in a positive, pleasant, professional and productive manner in writing, by telephone and in personal contacts


  • Two years related experience in government, human services or any equivalent combination of acceptable training, education and experience

*Education Requirement:

  • Bachelor’s Degree in Social Work, Education, Business Administration, or related field
